That odd looking suction cup thing (to the right of center) on CIA Hill is an old satellite radar which the CIA at one time manned for tracking satellites from the communist block. It is now a huge chunk of rusting metal. Notice the stair-step appearance of CIA Hill. I assume that comes about because the island has been submerged to various levels at different times in prehistory. While it started out as a volcano, the exposed parts of Saipan are basically ancient coral reef. The island has been submerged for millennia, then exposed for millenia, then submerged again, etc., allowing for successive growth periods.
