GARAPAN AFTER SUNSET
Apparently the Imperial Pacific Casino can't afford to turn on their outdoor lights any more. It (the Casino) is the largest building in Garapan, and the photo would have been much better if they had lit it up, as they used to. The lights you see over the water are the readiness ships, as mentioned under the first photo. The island to your right is Managaha, consistently listed in many Asian tourist magazines as having one of the best beaches on Earth.
